Radio monitoring was conducted on the territory of the International Equestrian Sports Tournament

On March 24-26, the International Equestrian Tournament “Ulok Kupkari” is planned to be held in the Equestrian Complex of Davlatabad district of Namangan region.

In order to conduct this event at a high level, specialists of the State Unitary Enterprise “RTMCUz” carried out radio monitoring (Drive-Test) to assess mobile coverage and quality indicators of all mobile operators using a special vehicle and a portable backpack.

Based on the results of radio monitoring works, appropriate recommendations were given to mobile operators.

Ookla: Uzbekistan Climbs 65 Positions in Mobile Internet Speed Rankings in the last 4 years

Minister of Digital Technologies Sherzod Shermatov met with Ookla President and CEO Steven Bye, Chief Strategy Officer Chip Strange, and Sales Director for North and Central Asia Victor Zeng during the Mobile World Congress “MWC Barcelona – 2025.”

The discussions focused on expanding internet infrastructure and enhancing quality monitoring mechanisms. The parties also explored strategies to accelerate 5G deployment in the regions, test innovative technological solutions for mobile operators, and support their advancement through global expertise.

Ookla representatives highlighted Uzbekistan’s significant progress in mobile internet speed. According to the “Speedtest Global Index”, the country ranked 133rd in 2020 but had risen to 68th place by January 2025—an improvement of 65 positions.

At the conclusion of the meeting, both sides reaffirmed their commitment to strengthening cooperation and advancing joint initiatives.

Background: Founded in 2006, Ookla is a global leader in internet speed measurement and analysis. The company enables users worldwide to assess their connection quality via its Speedtest platform. The “Speedtest Global Index”, which is updated monthly, benchmarks mobile and fixed broadband speeds across countries.

A educational seminar took place

Seminars were held at the campuses of the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi in Samarkand and Nurafshon, organized by the employees of the State Unitary Enterprise «Republican Telecommunication Management Center of Uzbekistan». The following topics were discussed at the seminars:

«Operational and technical management transport of telecommunications of the Republic of Uzbekistan»;

«Sectoral statistical monitoring of the quality technical operation equipment of television, radio communication (mobile communication), and radio broadcasting»;

«Project of a comprehensive automated telecommunications management system»;

Practical sessions on using the «Drive-Test» system were held.

During the seminar, a question-and-answer discussion took place between the students and faculty members who showed interest in the activities of the State Unitary Enterprise «Republican Telecommunications Management Center of Uzbekistan».

Meeting with the Regional Sales Director for Northern and Central Asia at OOKLA

On February 18 of this year, a meeting was held at the Republican Telecommunications Management Center (RTMC) of Uzbekistan with Viktor Zeng, the Regional Sales Director for Northern and Central Asia at OOKLA.

At the beginning of the meeting, an overview was provided on the ongoing developments in the field of information technology in Uzbekistan and the favorable conditions being created for foreign companies.

During the discussion, the parties explored the potential of Uzbekistan’s comprehensive automated telecommunications network management system, OOKLA’s engineering analysis testing methods for assessing mobile network quality (RootMetrics), the results of Malaysia’s National Digital Network Plan (JENDELA), and the prospects for new cooperation in the development of fixed broadband internet.

A presentation was given on the capabilities of the Drive-Test module within the comprehensive automated telecommunications network management system being implemented by RTMC. It was emphasized that utilizing data obtained from Drive-Test measurements would be significantly more effective, as these measurements provide the most accurate data. This data can be integrated with existing indicators based on consumer-measured speeds, ensuring a more precise reflection of the actual situation and enhancing the objectivity of network performance indices.

Mr. Zeng, representing OOKLA, introduced the RootMetrics methodology, detailing its testing approach and data collection process. It was noted that to better adapt RootMetrics to Uzbekistan’s conditions, it would be beneficial for OOKLA to provide the technical requirements for its methodology. Mr. Zeng agreed to supply the necessary documents upon request.

The meeting also covered ways to improve Uzbekistan’s internet speed rankings in the Speedtest Global Index and further strengthen cooperation between OOKLA and RTMC. Additionally, both parties exchanged views on RTMC’s ongoing initiatives and global best practices in this field.
