History of the center

Referring to the history of the Center, it should be noted that pursuant to Order No. 168 of the Ministry of Communications of the Republic of Uzbekistan dated July 29, 1992, the Center for Management of Long-Distance and International Communication Networks (CMLICN) was established and commenced its operations on August 1, 1992.

In accordance with Resolution No. 215 of the Cabinet of Ministers of the Republic of Uzbekistan dated May 7, 2004, “On Measures to Improve the Activities of the Agency for Communications and Informatization of Uzbekistan,” the CMLICN was renamed into the State Unitary Enterprise “Republican Center for Telecommunications Network Management of Uzbekistan” (SUE “RCTNMUz”).

On December 3, 2007, based on the Regulation on State Enterprises approved by Resolution No. 215 of the Cabinet of Ministers dated October 16, 2006, “On Measures to Ensure Effective Management of Enterprises with State Share in the Authorized Capital and Proper Accounting of State Property,” the enterprise was reorganized into the State Unitary Enterprise “Republican Telecommunications Management Center of Uzbekistan” (SUE “RTMCUz”).

Historically, the structure of the CMLICN was formed on the basis of a territorial production association established in the early 1970s, as well as the operational management service of the territorial control and management center of the Ministry of Communications.

Following the independence of the Republic of Uzbekistan, fundamental changes in the national communication system led to the establishment of a specialized center for managing long-distance and international communication networks. The telecommunications network management system plays a crucial role not only in ensuring reliability and stability of communication but also in maintaining the quality of services provided by operators.

By Resolution No. PP-589 of the President of the Republic of Uzbekistan dated February 20, 2007, “On Additional Measures to Improve the Telecommunications Network Management System of the Republic of Uzbekistan,” two key regulatory documents were approved:

  • Regulation on the System of Management of Telecommunications Networks and Resources of the Republic of Uzbekistan (Appendix No. 1);
  • Regulation on the Telecommunications Network Management Center of the Republic of Uzbekistan (Appendix No. 2).

The “Republican Telecommunications Management Center of Uzbekistan” Uzbekistan was designated as the executive body of the Agency for Communications and Informatization for managing national telecommunications networks.

The Center:

  • coordinates activities to ensure efficient functioning and rational use of telecommunications networks and resources of operators, including centralized use in the interests of national security and emergency situations;
  • performs the functions of the National Telecommunications Network Management Center in cooperation with foreign network management centers.

The main objective of the Center is to coordinate telecommunications network management activities to ensure their efficient operation, rational use, and development, as well as to establish a unified management system for networks of various operators.

Additionally, the Center ensures:

  • full satisfaction of departmental network owners’ needs in telecommunications services;
  • priority use of networks in the interests of public authorities, defense, and national security.

The same Presidential Resolution (PP-589) also provided for the creation and commissioning of the Automated System for Telecommunications Network Management of Uzbekistan (ASTNMUz), integrating network management systems of operators (except special-purpose networks).

Due to the rapid development of telecommunications networks, the need arose for accurate and real-time information on network conditions. The ASTNMUz was designed to balance system capabilities with financial efficiency.

The system performs two key functions:

  1. real-time monitoring of network resources;
  2. creation of a comprehensive and synchronized database of telecommunications resources.

ASTNMUz is an integrated monitoring system for fault detection and resource accounting, operating on data obtained from network element management systems (EMS) of various vendors.

Its implementation, including the Fault Alarm Management (FAM) module, significantly reduced the time required to receive and process fault notifications, identify root causes, and generate real-time reports.

Challenges and Need for Reform

Despite significant technological progress, the existing operational model of the Center, based on outdated interaction mechanisms, was insufficient to meet new challenges. Key issues included:

  • declining service quality due to lack of continuous monitoring;
  • insufficient legal and organizational coordination;
  • inefficient allocation of numbering resources;
  • revenue losses due to international traffic fraud;
  • limited development of digital identification mechanisms;
  • lack of protection against counterfeit mobile devices;
  • incomplete data submission by operators.

Implementation of National Projects

To address these challenges, the following projects were implemented:

  • Expansion of ASTNMUz functionality;
  • System for preventing international voice traffic fraud;
  • Centralized numbering resource management system;
  • Mobile device registration system (IMEI);
  • Mobile Number Portability (MNP) system.

IMEI System and Regulatory Framework

In accordance with Cabinet of Ministers Resolutions No. 847 (October 22, 2018) and No. 223 (March 16, 2019), the Center was designated as the operator of the IMEI registration system.

Under Resolution No. 778 dated September 17, 2019, IMEI registration became mandatory starting November 1, 2019.

Modern Stage of Development

Following Presidential Decree No. PF-6075 dated September 27, 2020, earlier regulations were repealed. A new framework was established under Resolution No. 680 of the Cabinet of Ministers dated October 30, 2020.

Under this resolution, the Center was designated as:

  • the national authority for telecommunications network management;
  • the authority for numbering resource allocation;
  • the operator of the anti-fraud system;
  • the operator of the IMEI registration system;
  • the operator of the centralized MNP database.

Reorganization in 2026

Pursuant to Presidential Resolution No. PP-8 dated January 14, 2026, on restructuring state enterprises, and based on the decision of the Tashkent Territorial Department of the State Assets Management Agency dated March 19, 2026, the State Unitary Enterprise was reorganized into a Limited Liability Company.

As a result, the entity now operates as:

“Republican Telecommunications Management Center of Uzbekistan” LLC under the Ministry of Digital Technologies.
